VCDL’s 2024 General Assembly Voting Record Document is Now Available!
First, congratulations to the top senator and top delegate!
Again, this year Senator Mark Obenshain had the highest pro-gun score in the Senate!
And Delegate A.C. Cordoza had the highest pro-gun score in the House!
While they had the highest scores, there were plenty of other Republicans in each body that also scored 100%. Senator Obenshain and Delegate A.C. Cordoza both had more chances to vote than many other legislators due to being on key committees and subcommittees. With all those votes, there was a higher chance for a bad vote, but both did a perfect job which put them on the top of the list this year.
Senate Summary
Here are the Senators that also had 100% voting record in order of their total points from highest to lowest – all of them are Republicans:
Ryan T. McDougle
Mark J. Peake
Emily Jordan
William M. Stanley, Jr.
Glen H. Sturtevant
Tara Durant
Christie New Craig
T. Travis Hackworth
Chris Head
Todd E. Pillion
David Sutterlein
John McGuire
Timmy French
Bryce E. Reeves
And the rest of the Republicans in the Senate did excellent jobs with only 1 or maybe 2 bad votes:
Richard H. Stuart (99%)
Bill DeSteph Jr. (98%)
Tammy Mulchi (98%)
Danny Diggs (97%)
If you have a Republican Senator, give him or her a call or send an email with a thank you for a job well done. Senate contact information is here: https://apps.senate.virginia.gov/Senator/index.php
All of the Democrats in the Senate had the opposite voting record. All but Louise Lucas got 0%. Lucas got 1% for a single correct vote. Pretty damned sad. If you have a Democrat senator, I suggest you politely, but firmly, let them know that not supporting any basic civil right is unacceptable. Do that whether you think it will make a difference or not. Be a squeaky wheel.
House Summary
In the House, here are the rest of the delegates with 100% voting records in order of their total points from highest to lowest – all of them Republicans:
Amanda Batten
Chris Obenshain
Eric Phillips
Tony O. Wilt
Jason Ballard
Mark Earley Jr.
James A. "Jay" Leftwich
Mike Cherry
Joseph P. McNamara
Robert S. Bloxom, Jr.
Otto Wachsmann
Wendell Walker
Hyland F. "Buddy" Fowler
Barry D. Knight
Terry L. Austin
Geary Higgins
R. Lee Ware
Ellen H. Campbell
Daniel W. Marshall, III
And there is quite a list of those with 99% voting records due to a single bad vote on a bill that VCDL supported, but not strongly supported. That score is nothing to sneeze at. Again, there are all Republicans:
Kim Taylor
Michael J. Webert
Delores Oates
Tim Griffin
Scott Wyatt
Will Davis
Nick Freitas
Terry G. Kilgore
Phillip Scott
Erik Zehr
Bill D. Wiley
Todd Gilbert
James W. "Will" Morefield
Israel D. O'Quinn
Wren Williams
Hillary Pugh Kent
Paul Milde
Chris Runion
Tom Garrett
Thomas C. Wright, Jr.
Jed Arnold
Robert D. Orrock, Sr.
M. Keith Hodges
And rounding out the Republican votes, with Carrie Coyner at the bottom with the lowest Republican score by a long shot:
Chad Green (98%)
Ian Lovejoy (98%)
Anne Tata (97%)
David Owen (96%)
Baxter N. Ennis (92%)
Carrie Coyner (57%)
With the exception of Carrie Coyner, if you have a Republican delegate, thank him or her with a phone call or by sending an email. House contact information is here: https://virginiageneralassembly.gov/house/members/members.php
While Coyner’s votes didn’t change the outcome on any of the bad bills she supported, she did give the Democrats the ability to crow that those bills passed with a “bipartisan” vote. Luckily, Governor Youngkin was having none of that baloney. If you live in Delegate Coyner’s district, politely, but firmly, tell her that supporting gun-control is simply unacceptable.
All but two Democrats had a 1% score, due to a single good vote on a bill that VCDL supported, but not strongly supported.
The two highest scoring Democrats were:
Don Scott (Speaker of the House) (4%)
Marcus Simon (2%)
Those two got their “higher” scores because they got credit for a pocket veto on a couple of bad gun bills.
Any doubt that the Democrats in the General Assembly are actively working against our basic civil rights? If you have a Democrat delegate, I suggest you politely, but firmly, let them know that not supporting any basic civil right is unacceptable. Do that whether you think it will make a difference or not. Be a squeaky wheel.
Voting Record Document
Details on the grading can be found in the Voting Record document. The Voting Record document also has each vote for each bill that a legislator makes, along with the points for that vote. That information explains how each legislator got their final score:
Any time you wish to look at the voting record for this year or previous years, you can find the voting record documents under the “VA Politics” menu on the VCDL.org website.

We are still waiting for the Governor’s actions on a few bills that were sent back to him by the General Assembly. He has until May 17 to act on those five bills. We have urged him to veto them. I will report what he does once his actions are published.
